I’ve been voting for Sugar every day since I discovered the poll–three or four times.
Chiyo-chan has a reputation for extreme cuteness because the other characters in AD acted like she’s cute. Fans of the show have accordingly picked up her cuteness as a banner–if you know to squee! over Penguin-Girl, you’re in the club.
I don’t remember Sugar’s cuteness ever being made a point of…heck, most of the other characters couldn’t even see her, and as far as Saga was concerned, Sugar was as much a nuisance as anything. So the show’s creators had to go overboard showing us how cute she was.
Binchou-tan is a close second, but her reserved demeanor and dire circumstances more than take the edge off.
